Roy Plaeger-Brockway has served as L&I's Assistant Director for management consulting services since 2009. Roy's team built the agency's first Lean Transformation Office in state government with assistance from former Toyota leaders. Prior to this, Roy led L&I's health care division for six years. During this time, he created partnerships with the physician community, controlled medical costs, and improved patient outcomes by promoting the use of quality-based payment to doctors. Roy was also a co-founder of L&I's successful Centers of Occupational Health and Education. Earlier in his career, Roy led program planning and development for the Health Care Authority.
Roy began his career in state government more than 25 years ago with an executive internship in state government while completing his Master's Degree in Public Administration at the University of Washington. Throughout his career, Roy has focused his efforts on improving government services through use of research and industry best practices. He led a wide variety of projects at the Health Care Authority and L&I. His professional interests include leadership and organizational development, health care delivery system design, strategic planning, performance measurement, the Toyota Production System, and Lean management.
Roy and his wife, Mariel, have two sons. He enjoys family vacations, downhill skiing, fly fishing, sea kayaking, and running.
