Reinforcing Steel and Post-tensioning Activities Rulemaking - Chapter 296-155 WAC Standards for Construction Work, Part O, Concrete, Concrete forms, Shoring, and Masonry Construction

Background

The Department of Labor and Industries intends to conduct rulemaking to update the requirements for reinforcing steel and post-tensioning activities contained in Chapter 296-155 WAC Standards for Construction Work, Part O, Concrete, Concrete forms, Shoring, and Masonry Construction.

The Division of Occupational Safety and Health (DOSH) is initiating this rulemaking in response to a petition by the International Association of Bridge, Structural, Ornamental and Reinforcing Iron Workers received on November 20, 2018. Chapter 296-155 WAC, Part O, falls behind the newly revised 2018 – American National Standards Institute (ANSI) A10.9 (2013) standard when addressing hazards related to reinforcing steel and post tensioning work. 

On March 5, 2019 a CR-101 (preproposal) (500 KB PDF) was filed letting the public know DOSH was considering rulemaking on this subject.  Identifying and amending relevant parts of Chapter 296-155 WAC Part O will reduce employee exposures to falls, struck by things, and impalement hazards associated with collapse of formwork.

Stakeholder meetings are open to the public and will include representatives from business, labor, and government.
