Manufactured/Mobile home installers must be certified
Washington law requires a certified manufactured home installer to be on site to supervise all phases of manufactured home installation work.

What is manufactured/mobile home installation work?According to Washington law (RCW 43.22A /WAC 296-150I), installation work means:
- Set-up and assembly.
- Constructing the foundation system, including building the forms for concrete.
- Installing the support piers.
- Connecting to the foundation system and support piers.
- Skirting (decorative or load-bearing).
- Shipped-loose plumbing connections.*
- On-site work such as complete re-leveling, skirting replacement, and installing earthquake-resistant bracing systems.**
- Extension of the water heater pressure relief valve.
* Washington State certified plumbers are not required to obtain installer certification to perform plumbing work on manufactured homes.
** Work such as routine maintenance or other routine repairs such as periodic adjustments to piers, replacement of a damaged pier, or skirting repair does not require manufactured home installer certification.
The Installer Certification Process
To become a certified manufactured home installer in the state of Washington you must:
- Meet the experience requirements.
- Submit an application and pay the fee to take the training and certification examination.
- Take the 10-hour training course.
- Pass the certification examination.
- Take continuing education required for renewal.
- Installer certification must be renewed after three years.
Experience Requirements
To qualify for certification:
- You must have at least six months of hands-on experience installing manufactured homes under the direct supervision of a certified installer,
OR - You must have two years of hands-on experience with residential or commercial construction.
Important note
To do business as a mobile/manufactured home installer in Washington, you may also need the following:
- Registration as a contractor with L&I.
- State business license - Go to Learn About Doing Business in Washington.
- Local business license - Contact your county or city.

Submit an application and pay the fee
- The
Installer Training and Certification Application Form (48 KB PDF) - must be filled out completely and mailed with payment to the address shown on the form. - Applications must be received by the application cut-off date. Early application is encouraged. Applications received after the cut-off date may be scheduled for the next available class due to time and/or class size limitations.
- Applicants will not be registered for the certification training and examination until their application has been approved.

Take the training and pass the exam
The Mobile/Manufactured Home Installer Training Course is a comprehensive course held over one and one-half days including a 2-hour examination. Courses are held a minimum of 4 times throughout the year. See the 2013 training schedule below.
About the Examination
The certification examination is given at the end of the second day of training. It is an open-book examination covering material addressed in the installer training course.
A score of 70% or higher is required for certification. Applicants receiving a passing grade on the examination will become certified Washington State manufactured home installers. An installer certification license will be issued.
Auditing the Training Course
Anyone may attend the training class without taking the examination for certification. “Training Only” is offered at a reduced cost and attendees receive a certificate of attendance. This option is particularly useful for individuals who would like specific knowledge about installation but do not need certification.

Note: Day one consists of registration sign-in, issuance of installer training manual and training. Day 2 consists of training completion and a 2-hour exam.

Continuing education is required for renewal
Installer certification is valid for three years. Certified installers must attend a continuing education course to qualify for certification renewal. Certified installers must complete their required continuing education and the renewal application process prior to expiration of their certificate.

Installer certification must be renewed every three years
Certified installers must do the following prior to expiration of their certificate:
- Complete their required continuing education.
- Apply for certification renewal.
A renewal notice and application form will be mailed to each installer approximately 45 days prior to their expiration date. The renewal application and payment must be received by the department on or before the installer's certification expiration date.
A certified installer who fails to do this must reapply for installer training and certification and meet all requirements for certification.
