A protest is also known as a "request for reconsideration." If we sent you one of the following letters:

  • Notice of Order and Assessment (NOA): 30 days
  • Rate Notice: 60 days
  • Revocation of Coverage: 60 days
  • Classification Change: 60 days

You may file a protest or "request for reconsideration" with us. See the Protest with L&I tab. If you file a protest, we will review the decision and issue a new order.

Appeal a decision

If you still disagree after a protest, you may appeal to the Board of Industrial Insurance Appeals (BIIA). See the Appeal to the Board tab.

Protest with L&I

What you need to do

Send a letter requesting a reconsideration to the revenue agent if there is one listed on the document you are protesting or send the letter to any L&I office. Your request should include:

  • The reasons why you disagree with the decision.
  • A Notice and Order of Assessment order number, if you received one.
  • Your L&I account ID.
  • The address and phone number where you can be easily reached.
  • Your business name and address.

Don't mail a request for reconsideration to the Board of Industrial Insurance Appeals.

What we will do

  • Send you a letter setting an appointment to meet with you in person or discuss the issues by phone.
  • Make a decision based on information you provide and notify you of the decision.

What you need to do

  • Write a letter to the Board of Industrial Insurance Appeals (BIIA). Be sure to include:
    • The reasons why you disagree with the decision.
    • A copy of the document you are protesting (if not available, include a description and issue date).
    • Your L&I account ID.
    • Your business' name, address and phone number.

  • Submit your appeal at the Board of Industrial Insurance Appeals electronically or by mail:
